Mr. Diarra holds a dual Master’s Degree in Rural Development and in Food Policy from the University of Paris I Panthéon-Sorbonne, France, as well as an Agricultural Engineer Diploma from La Universidad Marta Abreu de Las Villas, Cuba.
Mr. Diarra is currently the Head of the Contingency Planning Division at the African Risk Capacity (ARC) Agency. In his role, he manages the development of Contingency Plans for a potential payout use as well as the monitoring and reporting for all African countries that consider participating in the ARC insurance pool. Prior to this, he worked as a Food Security Nutrition Programme Officer at the World Food Programme (WFP) in the Senegal Country Office, where he implemented and monitored community-based food security and nutrition programmes as well as relevant capacity building initiatives. Mr. Diarra also served as the Head of Provincial Offices in the Democratic Republic of the Congo and worked with various NGOs, including CIRAD-Fôret, Vétérinaires Sans Frontières, Afrique Verte Sahel and Solidarités International in Afghanistan, France, Madagascar, Mali and Sudan.
